Aperia works exclusively on projects that support transformation within local government and the supporting regional and local partnerships.

Our previous and current work covers local authorities, regional and sub-regional partnerships, national support agencies, national programmes and central government departments.  We specalise in 3 areas of Local Government Transformation; Shared Services, Customer & Corporate Insight and Project & Programme Management . Shared Services

 

AGMA  - Collaborative Legal Services Pilot

Association of Greater Manchester Authorities

 

Aperia has piloted the actual sharing of legal services with four AGMA Member Councils.

The pilot has successfully delivered shared legal instructions against four specific legal service instruction processes.  In total 25 shared instructions have been delivered.

 

The actual sharing of processes has not saved any money.  However the pilot has identified best practice across the four partners against the four legal processes.  These improvements will deliver significant savings to the authorities.

 

In addition, the councils have learned about what actually does and doesn’t work in a shared legal service environment.  On the back of the work,     the councils are developing a committed partnership to move forward towards a true shared service in defined areas. 

 

 

AGMA  - Collaborative Managing Agent Procurement & Implementation

Association of Greater Manchester Authorities

 

 

Aperia managed the collaborative project to bring Agency Worker spend under control across Greater Manchester.  This has become a “flagship” project for the AGMA authorities and looks set to deliver cashable benefits to each authority of up to 10% of their annual spend.  The project has delivered baselines, businesses cases and quick wins for every authority.  We developed a single specification and common job descriptions for 125 roles across all eleven authorities that enabled successful procurement of a Vendor Neutral Managing Agent.  All of this and we have delivered 10% below the budget.

 

Communities and Local Government - Strategic eRecruitment Report

Aperia won this tender to undertake a feasibility study of eRecruitment within Local Government.  We surveyed and interviewed over 100 authorities and suppliers across the country to assess the current state of authority and collaborative eRecruitment across local government and defined a set of options for the future Local Government eRecruitment.

 

 

Customer & Corporate Insight

 

Cumbria County Council - Applying the Business Architecture

 

Aperia have worked with Cumbria County Council to further develop the Business Architecture methodology and a complimentary web based software application to allow deployment across a County Council Authority and two tier area.

 

Using this architecture an authority can identify areas of duplication of function, activity or subject matter and record an information profile.  This single view of the organisation will enable senior managers to make informed decisions about how to enable better use of resources and deliver a greater focus on customer needs.

 

 

Connected Cumbria - Transformational & Strategic Guidance

 

 

 

Aperia are assisting the partnership through a transitional period of reviewing their strategic aims and shared service priorities.  The Aperia approach has been to facilitate and offer support and expertise where capacity and external skills have been required. There have been 3 major areas where we have supported and challenged the partnership;

  • Programme Management to the partnership - A review of the partnership  governance structure and development of a  transformational Strategy  
  • Shared Service Strategy -  A review of the existing projects and realignment to the needs of the sub-region in line with CSR07
  • Business Architecture (BA) – The BA will allow a like for like comparison across the 7 partner authorities of the organisation shape, activities and roles.  All of which will be crucial for the development of the shared services strategy

 

Chorley - Customer & Business Insight

Aperia are a strategic transformation partner of Chorley Council. Aperia worked with Chorley to develop a business architecture in an attempt to understand ways in which the council could become more customer focused and are working with Chorley to develop a model to understand customer needs. This has been termed ‘Circle of Need’ and will provide a focus for councils to challenge their current ways of working to reduce avoidable contact and work in a more joined up way across the LSP. Aperia are adding this to their business architecture work and developing a web based tool (LPS Insight) which will help an authority with definition and implementation of their transformation programmes.

Local e-Government Standards Body - Business Plan & Support

Aperia worked with NWeGG to develop a successful business plan to re-establish LeGSB on a national stage.  The body has now attracted funding for the 08/09 financial year with Aperia continuing to provide ongoing support.
 

 

Trafford - Online Procurement System Implementation 


 

 

Aperia managed the implementation of the Agency Worker Preferred Supply List and the Comensura agency worker procurement system as apart of the ongoing collaborative work across the AGMA sub-region. The project delivered in excess on £200,000 p.a. cashable savings across the council.

 

esd-toolkit - Operational & Strategic Support

Aperia have supported the esd-toolkit at an operational and strategic level for the last four years. The focus this year is on defining the vision and programme for 2008 to make esd-toolkit a transformation management information tool. Aperia will be supporting the esd-toolkit Knowledge and Information Chair to run 4 working groups – Customer insight, Business improvement, Performance management and Key information; and supporting the esd-toolkit programme manager delivering the 2008 programme. Aperia make use of all esd-toolkit’s controlled list in the Aperia web based tool – ‘LPS Insight’.

 

Bolton

Bolton Council

Aperia scoped and defined Bolton's eGoverment programme’s governance and operational arrangement to deliver Bolton ’s e-Government Programme successfully and effectively until March 2006 by working towards a set of desired outcomes through a number of projects and activities. The Council’s primary eGovernment target of 100% enablement by December 2006 (BVPI157) was met and the completion of 54 required and good Priority Service Outcomes by December 05 and March 06 respectively, was also fully achieved.

A short piece of work to advise Rossendale on their strategic direction and practical implementation for their Local Land and Property Gazetteer

 

Wyre

Wyre Borough Council

Aperia helped Wyre Council review CRM implementation in 4 North West leading authorities and then developed a ‘10 key lessons to learn’ document.

 

Government Connect

Government Connect

Aperia ran the Business Transformation element of Government Connect while the programme was hosted by Bolton Council. This entailed developing the business case for the programme, a template business case for local authorities with a return on investment calculator, engaging with change agents and developing the benefits realisation element to the programme.

 

Cabinet Office e-Delivery Team (EDT)

Aperia have worked alongside the EDT strategic relations team to develop a strategic framework in order to provide direction for EDT going forward.
