How Circles of Need® methods helped authorities in Leicestershire learn from the tragic consequences of repeat anti-social behaviour.
In the first quarter of 2010 Aperia worked with Leicestershire Constabulary, Hinckley & Bosworth Borough Council, Melton Borough Council and Leicestershire County Council. They wanted to dramatically improve their understanding of the needs of vulnerable adult victims of anti-social behaviour. This desire came as a direct consequence of the tragic case of Fiona Pilkington and her daughter, Francecca Hardwick in 2007. To help understand the needs of these victims, the agencies employed Aperia’s Circles of Need® framework which provided an approach to
• engage with real victims to understand their actual needs, hopes and fears and
• identify improvements to improve services to better meet these needs, hopes and fears and make better use of public sector resources.
